In a pot, sauté the onion and garlic in olive oil.
Add the meat and lightly brown it.
Add the tomato paste, tabel, cumin, paprika, turmeric, salt, and pepper.
Add water or broth and let it simmer for about 30 minutes.
Add the fennel cut into pieces and cook for another 20 minutes until the meat and vegetables are tender.
Serve hot with bread.
